National Workforce System Readiness Report
Shortly after the passage of the American Recovery and Reinvestment Act (the Recovery Act) ETA embarked on a review of state and local workforce system partner agencies (states, territories and local areas) to determine how ready the system was to implement this major legislation along with their regular formula responsibilities under the Workforce Investment Act and other workforce programs. A readiness review instrument was designed and cleared through OMB, and ETA Regional Offices held consultations with 209 states and local areas across the country beginning in mid-April of this year and concluding on May 22, 2009. The “National Workforce System Readiness Level and Technical Assistance Needs for Implementation of the American Recovery and Reinvestment Act (the Recovery Act)” comprises the national cumulative results of that review.
