TANF Emergency Contingency Available to States for Subsidized Summer Employment Programs

The Employment and Training Administration (ETA) and the U.S. Department of Health and Human Services Administration for Children and Families (ACF) have issued a joint letter regarding youth subsidized employment opportunities under the Temporary Assistance for Needy Families (TANF) Emergency Contingency fund.

This money – with no matching state funds required – can be used to help pay for jobs for low-income families on a time-limited basis.  State and local WIBs should contact their TANF agencies and discuss whether the WIIBs can provide any help operating these programs.

ARRA FFY 2009 Emergency Fund for TANF Programs

The ARRA established the Emergency Contingency Fund for State TANF Programs (Emergency Fund) and provides up to $5 billion to help States, Territories, and Tribes in FFY 2009 and FFY 2010 that have an increase in assistance caseloads or in certain types of expenditures. The ARRA also made additional changes to TANF – extending supplemental grants through FY 2010, expanding flexibility in the use of TANF funds carried from one fiscal year to the next, and adding a hold-harmless provision to the caseload reduction credit for States and Territories serving more TANF families. NAWB Announces Partnership With Four Year Universities
NAWB has signed a partnership agreement with the Association of Schools of Allied Health Professions (ASAHP), which is comprised of 116 four year institutions dedicated to educating and training those in allied health professions. NAWB and ASAHP have agreed to work together to help address the tremendous shortage of allied health workers, which is expected to reach crisis proportions over the next decade without immediate action.
 
We believe our agreement provides an unprecedented opportunity for the workforce system to closely engage with post-secondary institutions to provide higher quality training, as ASAHP is an organization with a forty year history focused on issues related to the allied health workforce. The participation of these four year institutions will provide the workforce system with a real opportunity for career ladders for job seekers and ensure that we have better quality and quantity of training available in the workforce system.
 
Click below for a copy of ASAHP member institutions, which encompass some of the finest universities in the nation.  Most ASAHP members have had minimal engagement with the workforce system to date. We strongly encourage you to contact the university deans in your region and work together to train our workers and meet employers’ growing demands for allied health workers.

USDOL-ETA has released TEN #46-08 to inform the Employment and Training Administration’s (ETA) YouthBuild grant applicants and ETA’s YouthBuild grant program community that the Department will combine funding from the American Recovery and Reinvestment Act of 2009 (Recovery Act) and the Fiscal Year (FY) 2009 YouthBuild appropriation to make awards to successful applicants from the current YouthBuild competition which closed January 15, 2009.
