2010 National Workforce Development Campaign: Partnerships with the News Media

Energy Regional Innovation Cluster

On February 12, 2010 the Department of Labor, in partnership with the Departments of Energy, Commerce, and Education, the Small Business Administration, and the National Science Foundation, announced a new initiative to support the growth of an Energy Regional Innovation Cluster (E-RIC).  The seven federal agencies jointly issued a competitive Funding Opportunity Announcement (FOA) of up to $129.7 million over five years to create a regional research center that will develop new building efficiency technologies.  The E-RIC will work to disseminate new technologies into the local marketplace and share best practices with the public and private sectors. It will be supported through agency investments in technology and business development, and will include support for workforce education and training.

Role of the Public Workforce System

DOL is not providing additional workforce development resources through this FOA.  However, the E-RIC will create many opportunities for workers to find and retain good jobs in the energy efficient building sector, and DOL encourages the public workforce system to be a partner in the E-RIC.  Workforce Investment Boards, One-Stop Career Centers, community colleges, Registered Apprenticeship Programs, community-based organizations, and other workforce and education entities can play a critical role in this effort by developing the skilled workforce needed for the cluster to grow and prosper.

Consortia applying for the FOA must demonstrate collaboration among partners and how they will link these funds with complementary federal and non-federal investments in workforce development, as well as education, business development, and public infrastructure, for the purpose of growing a robust E-RIC.  Applicants must also demonstrate a comprehensive and effective strategy for developing a skilled workforce for the cluster.  Workforce Investment Boards and other workforce entities are encouraged to participate as partners in applications for the E-RIC and to reach out to the Consortia in the region that will be submitting applications.

Josh Copus, NAWB's Director of Member and Board Relations, has recently been selected to participate in the Association of the Future (AOTF) as Chief Customer Relations Officer. TANF Emergency Contingency Available to States for Subsidized Summer Employment Programs

The Employment and Training Administration (ETA) and the U.S. Department of Health and Human Services Administration for Children and Families (ACF) have issued a joint letter regarding youth subsidized employment opportunities under the Temporary Assistance for Needy Families (TANF) Emergency Contingency fund.

ARRA FFY 2009 Emergency Fund for TANF Programs

The ARRA established the Emergency Contingency Fund for State TANF Programs (Emergency Fund) and provides up to $5 billion to help States, Territories, and Tribes in FFY 2009 and FFY 2010 that have an increase in assistance caseloads or in certain types of expenditures. The ARRA also made additional changes to TANF – extending supplemental grants through FY 2010, expanding flexibility in the use of TANF funds carried from one fiscal year to the next, and adding a hold-harmless provision to the caseload reduction credit for States and Territories serving more TANF families. South Plains Recruitment and Reemployment Initiative (SPRR)

SPRR is a pilot program funded through a Wagner Peyser Act grant.  The National Association Workforce Boards serves as a partner along with other state/local workforce development systems and service providers, Trade Adjustment Act program officials, regional employers and economic development entities.  The project focuses on recruitment, job and skills matching, and relocations to the South Plains from regions of U.S. designated as Labor Surplus Areas.
